The Workforce Understory began with a simple premise: good workforce decisions require both evidence and curiosity. Across its first season, it connected labor-market projections, wage thresholds, education requirements, graduate outcomes, job-posting data, workforce composition, and modeled economic impacts. Together, those sources revealed several structural patterns that no single dataset could show on its own. This report represents HWFC’s effort to translate those lessons into a forward-looking recommendation: a shared vision for what Hawaiʻi should increasingly be able to see, measure, and understand between 2027 and 2031.
